Add the dulce de leche to a small bowl and whisk in 1 tablespoon of half-and-half until smooth, with no lumps.
Holding a 4-ounce glass in one hand, spoon 1½ teaspoons of the dulce de leche mixture into the inside rim of the glass, rotating the glass as you spoon to evenly coat. Set the glass upright and let the mixture drip down the inside of the glass.
Add ice to a cocktail shaker and pour in the rest of the dulce de leche mixture, remaining 1½ tablespoons of half-and-half, and the Smirnoff® Kissed Caramel Vodka. Place the lid on the shaker and shake for 1 minute, until very cold.
Strain the drink into the prepared glass and garnish with 3 caramel squares skewered on a cocktail pick.
